Upwork Agency Plus: The Complete 2026 Guide (Connects, BD Teams, and What It Actually Buys)
Search for a proper guide to Upwork Agency Plus and you will find Upwork's own help articles, a few generic "how to start an agency" posts, and not much else. Which is strange, because Agency Plus is the plan every serious Upwork agency actually runs on, and the mechanics, who can bid, whose Connects get spent, who can accept an offer, are exactly the things that decide whether an agency wins work.
This guide covers what Agency Plus includes in 2026, how agency Connects really work, and how business development teams operate inside the plan. Agency Basic vs Agency Plus: the free plan is read-only in practice
Every agency starts as Agency Basic, the free tier. Basic lets your agency exist and keep servicing the contracts it already has. What it verifiably does not let you do is go get new work. Upwork's help center is blunt about the core limitation: if you hit the Connects purchase error, "it's likely because your agency is still on the free Agency Basic plan. To unlock the ability to buy Connects, you'll need to upgrade to the Agency Plus plan first."
No Connects means no proposals, so Basic is effectively a maintenance mode. Upwork is just as direct about team size: "In order to add team members to your agency, you'll need to subscribe to our Agency Plus plan." One more constraint worth knowing before you structure anything: each freelancer can only create one agency on Upwork.
What Agency Plus costs and what is included in 2026
Upwork has quietly removed membership prices from its help center; the current price is shown in-product under Membership plan, then Change Plan. At last check Upwork's own resources pages listed Agency Plus at $19.99 per month, so budget about $20.

Note what is not on that list: an included monthly Connects allowance. Agency Plus unlocks the ability to buy Connects; it does not hand you any. If you have read older guides claiming the plan includes free Connects, that information is stale.
How agency Connects actually work
Agency Connects are a shared wallet, and the rules matter once real money flows through them:
- Connects cost $0.15 each, sold in bundles.
- Only the agency owner and agency admins can purchase them.
- Every member draws from the same shared balance when submitting proposals. Upwork's docs are explicit that Connects "can't be assigned or restricted to specific agency members." If you want per-person limits, that is your internal policy to enforce, Upwork tells you to "put rules in place internally."
- Up to 400 unused Connects roll over each month, and Connects expire one year from purchase.
- The Availability Badge and profile boosts for your members can be paid from agency Connects. Proposal boosts are an auction: the winner pays their own bid, and boosts that got no client interaction are refunded (the base Connects for the proposal are not).
- Agency Connects and personal freelancer Connects are separate wallets, even for the same person. The plans are billed separately and Connects never transfer between them.

Roles and BD teams: who can bid on whose behalf
This is the part of Agency Plus that most guides skip, and its the reason the plan matters strategically.
Upwork's docs define the mechanics precisely: "Business managers can submit proposals on behalf of anyone in the agency, and agency members can submit proposals with their own profiles." Two more rules complete the picture: "All agency proposals must have an assigned agency member," and only business managers can accept a client's offer.
Put those three together and Agency Plus is, by design, a structure where the person who hunts the work and the person who does the work can be different people. A business developer can spend their day finding jobs and submitting proposals on behalf of your delivery team, while your engineers or designers never touch the feed. Client money always flows to the agency's financial account, and the agency pays members internally.
The roles system supports this with real permission toggles: agency managers send offers and create contracts, finance admins access financial reports and approve hiring budgets, account admins manage integrations and memberships. There is even an "exclusive agency contractor" status for members who work only through your agency.
One rule sits above all of this, and it is the one that separates legitimate BD setups from account-risk ones: Upwork states that a member's "sign-in details must not be shared with the agency owner or any other party. Fees in 2026: the flat 10% is gone
Agencies pay the same service fee structure as freelancers, and it changed materially: the fee now "ranges from 0% to 15% per contract." You see the exact percentage when you submit a proposal or receive an offer, the fee locks the moment that proposal or offer is sent, and it stays fixed for the life of the contract. The practical implication for agencies: fee percentage is now a per-contract variable in your margin math, not a constant. Price your bids accordingly.

If your agency intends to win new work on Upwork, the question answers itself: Basic cannot buy Connects, so Plus is the cost of being in the game, about $20 a month before Connects.
